May I ask why you use different techniques to select whether an item is starred or not? On a list of actions, the star icon is easily enabled or disabled with a single mouse click. It works great and has instant visual feedback, like a good user interface should.
However, on the detail for an action, you use a “starred/not starred” drop down box. It uses two mouse clicks to change and lacks the immediate visual feedback of a green or outlined star.
Is there any way you can use the star icon consistently throughout the application?

.....and starred/not starred box is placed in a different place depending on New Action or Edit Action dialog. I have to look for it every time.

How about displaying the “Recurring” icon when repetition is set?
Actually, the icon (two circular arrows) could be a part of the bubble defining the repetition period! Something like the icons in the bubbles with contexts.

+1 – My preference is the star icon, but as long as you reduce from three UI’s to one standard, I’m happy with which ever option you choose.
