Hi. I’d like to be able to add or remove the “next action” checkbox from a previously created action that I am editing. Unless I’m missing something, there’s no way to make an action “Next” or not-“Next” while I am editing it…I have to save changes, find the action on whatever list I am currently on, and toggle the star.

Michael, if I understand you correctly, you can accomplish add/remove star by clicking on the “Not Starred” or “Starred” cloud (when editing an action) and select the other option.
Does that help?
On a similar note (if I got your concern right), I believe the current design element for Starring when editing an action is actually kind of confusing. It’s a binary choice, so it should be the same star icon that you see from the top level view of tasks, instead of a cloud like the other parameters.
