How can I re-enable old complete tasks

I can not re-enable tasks that were finished at the past. A purpose of re-enabling is reuse a group of tasks for repeating project, such as preparing birthday party. I want to preserve these tasks for future, and reuse them.

Does anyone know workarounds?
Is it by-design?
