i heard the UI was being reworked – something along the lines of a nozbe 3.0 or something.
if this is true, what are the plans for this.

For many users (myself included), the dated look of the UI is Nozbe’s largest problem. The app itself (and the various device-specific versions) work great, but overall Nozbe looks much more clumsy than it really is. If you compare the look of Nozbe to apps such as Omnifocus or Things (both for Mac), you can see that Nozbe could improve the interface in all kinds of ways, for a much more professional look. Here are several basic suggestions:
1. Change the color scheme. There’s a reason that Omnifocus, Things, Teambox, and Highrise all use blue. It’s not the only color — but all these apps use blue, and use it in the same way.
2. Adapt the footer on paid accounts (so that I don’t have to see the 7 different languages I could use for my info, or the “Buzz and Press” — all this gear should be out of the way of my workspace).
3. Remove the cartoon icons for contexts (and the cartoon-looking Next Action star). There are much better icons to be found.
Nozbe is great. It looks like it’s not. That’s a challenge to new and current users.
One more thing: the mobile apple app (I don’t know what the Android app looks like) shows a giant Nozbe logo, with the giant tick and clock. I suggest that this could be reduced in size and better integrated into the overall design. Current users have already been sold on Nozbe; you don’t need to keep selling it to them.
Agree with @rosslaird that all the junk at the bottom (languages, press etc) should go. Also it would be nice to have colour options besides green. Don’t agree that it has to be blue – there need to be options and Some will like green of course. Don’t agree about the ‘cartoon’ next action star at all – I think its a great size and does not look like a cartoon anyway. Overall I like the large text and the clarity it provides. If you like small and neat you may be better off with Nirvana 2 but to be honest I think they need to work more on the look of their UI then Nozbe.
I should clarify about the color blue: I agree that we should have the option for a blue color scheme, and that some people do prefer green. About the overall size of items: on a screen with smaller resolution (say, 1200×900) some of the icon items do look large. On a larger screen (I use 1900×1200) the size is better. So perhaps what I’m talking about is an overall sense of the scale of things, for which Nozbe elements often seem a little larger than they might be (the logo, for example).
And I agree that the Next Action star is not too bad. The context icons (especially the running cartoon man!) are what I’d really like to see updated.
“Small and neat” is the direction of UI design, and I think Nozbe could improve in this area.

Can we please have ability to upload/use our own icons in Contexts? Options are really limited and ones I end up using are NOT intuitive or just plain confusing as they don’t really fit.
@ Mark. Michael has promised that more icons will be added, possibly also the ability to load your own.
JavaScript provides many ways to implement good-looking icons (the JQuery themeroller, for example: http://jqueryui.com/themeroller/). It would be a simple matter to add icon sets and custom icons to Nozbe.
Well Nozbe 3.0 is something that users have been saying. There are no plans for that yet. We have hired a new graphic. First thing on the plate is to make the UI more uniform, then add themes. Meanwhile many changes are planned for the multi-user accounts (but not only). Some already have been put in place, but some like notification are still in the pipeline. Those should be out soon actually.
