Use of tags and actions

I don’t see that we can tag actions – if we can someone tell me how and stop reading my question! My problem: I have a project, ABC, the next action has been assigned to Tom and is in the context Waiting For. Now, I am meeting with Tom, I could scroll through all my Waiting For’s and see if there is anything for him…... Anyone know a better way to do this? Make a context for each employee? (employees don’t have Nozbe and it is not an option)
Any help is appreciated.
While I know we are anxiously waiting for the new Nozbe, I do like hearing about how people are using it.
