drag and drop project notes onto tasks to attach notes to task

this would lead to more streamlined and organized use of project notes which as of currently remain in our project web page UI but arent attatched to any sort of tasks.

at times it would just be amazing to be able to drag a note to attach a COPY of it to a task for refference upon looking at it in our NEXT ACTIONS list.
